That looks like the actor Peter Dinklage (The Station Agent). If it's him, he's done a lot of stage work in New York in addition to his film stuff.
He was at Sundance one of the summers I was there, working on Mabou Mines DOLL HOUSE, based on Ibsen's play. He eventually did it in New York. Fascinating play - all the male roles were done by little people and all the women were over 6 feet tall.
That IS Peter Dinklage and he's an amazing actor. He was even in an episode of 30 Rock, Bebe!
